Russell L. Hanson is professor emeritus in the Department of Political Science at Indiana University. He is co-editor of Politics in the American States: A Comparative Analysis, 10th edition (CQ Press), editor of Governing Partners: State-Local Relations in the United States (Westview Press), and has written extensively about state politics.





Eric S. Zeemering is associate professor and MPA Director in the School of Public and International Affairs, Department of Public Administration and Policy at the University of Georgia. He is former chair of the American Society for Public Administrations Section on Intergovernmental Administration and Management. He is the author of Collaborative Strategies for Sustainable Cities: Economy, Environment and Community in Baltimore (Routledge) and writes about local governance and intergovernmental relations.
