Dr Ghoris excellent book on export restrictions and controls (Export Restrictions and Export Controls: From WTO to the Realm of Global Security) constitutes a timely and valuable contribution to the literature on international trade law and the rise of national security. At a time when export controls are increasingly being used as a weapon in trade disputes, a device to further protectionist policies and a way of pursuing the national security interests of individual states, Dr Ghori provides a clear exposition of international trade rules under the WTO and the ways in which these rules have been applied, limited and avoided. Dr Ghori picks three important and controversial examples of export controls and restrictions, focussing on health security, food security and the security related use of export controls in the US-China trade war, in order to develop his argument on the adverse effect these may have on international trade and particularly on the developing world. This book provides a clear and compelling discussion of the declining relevance of the WTO and its trade rules and the difficulties for states in attempting to reform the institution and the rules; the vulnerability of the developing world to unilateral actions through export restrictions and possible options to deal with export restrictions in the future. The book provides a coherent and convincing analysis of an area of international trade regulation that will continue to gain in importance in an era of trade decoupling and constitutes a very valuable guide to this difficult area of law and policy.
