The title symposium was held in September 1994, in conjunction with the 11th International Symposium on High Energy Spin Physics, in recognition of the strong overlap, both in scientific concerns and technical innovations, that characterize research with spin and polarization in both nuclear and high energy physics. The proceedings are organized in sections covering hadron form factors, symmetries, few body systems including nucleon-nucleon scattering and resonance production, intermediate-energy hadron-induced reactions, intermediate energy electromagnetic interactions, low-energy nuclear reactions, polarized hadron sources, and gaseous polarized sources.
