Public affairs and policy administration sit at a crossroads. A century of tradition in theory and practice are under fierce attack. Reformers argue the need to “reinvent” government and free its managers from dysfunctional processes and structures. Some theorists debate whether the dominant model—hierarchical bureaucracy controlled by authority—still describes how bureaucracies can—or should—operate. Other theorists seek formal models, driven by game theory, to provide more rigor. Everyone, in government and out, worries that government simply does not perform well.
These battles frame an important paradox. Courses on public affairs and public administration are staples in every college and university, yet text materials often fail to capture the big battles in the field or excite students. Donald F. Kettl is professor emeritus and former dean at the University of Maryland School of Public Policy. Until his retirement, he was the Sid Richardson Professor at the Lyndon B. Johnson School of Public Affairs, at the University of Texas at Austin. He is also a senior adviser at the Volcker Alliance, a nonresident senior fellow at the Brookings Institution, and a fellow of the National Academy of Public Administration.
Kettl is the author or editor of twenty-five books, including Bridgebuilders: Harnessing Societys Superpowers to Solve Its Biggest Problems, with William D. Eggers; The Divided States of America (2020); Can Governments Earn Our Trust? (2017); Little Bites of Big Data for Public Policy (2017); Escaping Jurassic Government: Restoring Americas Lost Commitment to Competence (2016); System under Stress: The Challenge to 21st Century American Democracy Homeland Security and American Politics (2014); The Next Government of the United States: Why Our Institutions Fail Us and How to Fix Them (2008); and The Global Public Management Revolution (2005).
He has received three lifetime achievement awards: the Dwight Waldo Award of the American Society of Public Administration; the John Gaus Award of the American Political Science Association; and the Warner W. Stockberger Achievement Award of the International Public Management Association for Human Resources. Three of his books have received national best-book awards.
Kettl holds a PhD in political science from Yale University. He consults broadly for government organizations, at all levels and around the world. He has appeared frequently in national and international media. With his wife, Sue, he is also a co-shareholder of the Green Bay Packers.
Phillip J. Cooper is professor of public administration in the Hatfield School of Government at Portland State University. He was the first recipient of the Charles Levine Award given by the American Society for Public Administration and the National Association of Schools of Public Affairs and Administration. He is the author of numerous books and articles on public administration, administrative law, constitutional law, law and public policy, environmental policy, and sustainable development administration. He has served as a consultant to the United Nations and the World Bank on sustainable administration. He has also been a consultant to local governments, state and federal agencies, the U.S. Congress, and the White House.
Anne M. Khademian received a Ph.D. in political science from Washington University in St. Louis and was a research fellow at the Brookings Institution. She has taught political science and public affairs at the University of Wisconsin-Madison and was a visiting associate professor at the University of Michigan. In 2001 she was a visiting senior fellow with the Fox Leadership Program at the University of Pennsylvania. Today she is an independent author and researcher. Her books include The SEC and Capital Market Regulation: The Politics of Expertise (1992) and Checking on Banks: Autonomy and Accountability in Three Federal Agencies (1996).
Beryl A. Radin is a professor of government and public administration at the University of Baltimore. An elected member of the National Academy of Public Administration, she is also the Managing Editor of the Journal of Public Administration Research and Theory. She served as a special adviser and consultant to the assistant secretary for management and budget at HHS. She has written a number of books and articles on public policy and public management issues and is the recipient of the 2002 Donald Stone Award, given by the American Society for Public Administrations Section on Intergovernmental Relations and Management to recognize a scholars distinguished record.
Rosemary OLeary is the Director of the School of Public Affairs at the University of Kansas (KU), one of the highest ranked programs in local government management in the world. She is also the Edwin O. Stene Distinguished Professor at KU. Previously she was on the faculty of the Maxwell School of Syracuse University (Phanstiel Chair) and at Indiana University-Bloomington (Professor). She was the creator and coordinator of the Minnowbrook III conferences that assessed the future of public administration around the world. OLeary is the author or editor of 12 books and more than 130 articles and book chapters on public management. She is the winner of 16 national research awards, including 7 senior scholar awards. She is also the winner of 10 teaching awards. She is the only person to win 3 Network of Schools of Public Policy, Affairs and Administration awards for Best Dissertation, Excellence in Teaching, and Distinguished Research. An experienced university leader, OLeary is an elected member of the U.S. National Academy of Public Administration. She was a senior Fulbright scholar in Malaysia and in the Philippines. She was also an Ian Axford Public Policy Scholar in New Zealand. OLeary was a member of the NASAs Return to Flight Task Group assembled in response to the Columbia space shuttle accident where she was awarded the NASA Public Service Medal for her efforts. OLeary was President of the Public Management Research Association from 2017 to 2019.
