Infrastructural investment is critical to economic growth, quality of life, poverty reduction, access to education, health care, and the achievement of many of the goals of a robust economy. But infrastructure is difficult for the public sector to get right. Public–private partnerships (PPPs) can help; they can provide more efficient procurement, focus on consumer satisfaction and lifecycle maintenance, and provide new sources of investment, in particular through limited recourse debt. But PPPs present challenges of their own. This book provides a practical guide to PPPs for policy makers and strategists, showing how governments can enable and encourage PPPs; providing a step-by-step analysis of the development of PPP projects; and explaining how financing works, what contractual structures look like, and how risk allocation works in practice. It includes specific discussion of each infrastructure sector, with a focus on the strategic and policy issues essential for successful development of infrastructure through PPPs. This second edition includes new sections on institutional frameworks, mechanisms for leveraging public financing, small scale PPP projects and more.

This book gives practical, digestible, and clear guidance to policy makers on implementing and financing public-private partnerships, with a focus on developing countries. It charts the complex weave of legal frameworks, institutional arrangements and mechanisms for mobilizing public and private finance for projects and whole programs.

Recenzijas

'An exciting update to a valuable work, this second edition includes an informative and expanded review of PPPs in the context of financial crises, and explores the cutting-edge trends, such as the growing interest in small-scale PPPs as opposed to megaprojects. It also refreshes the volume with new case studies that will resonate with practitioners and students alike.' Arthur L. Smith, Chairman, US National Council for Public-Private Partnerships 'At last a truly comprehensive piece that brings reality into the PPP discussion. An amazing contribution for all PPP stakeholders to learn from. I hope it stirs greater focus on successful implementation of much needed power and infrastructure projects in those parts of the world where it is needed most.' James Harris, Singapore Management University 'Jeffrey has made a thoughtful contribution to the application of PPPs in the infrastructure arena, looking at the different platforms a government needs to put in place for a successful project. The simple text box advice and detailed case material will prove invaluable to policy makers around the world.' James Ballingall, Head of International, UK Infrastructure and Projects Authority 'This book contains excellent, practical guidance for all those interested in designing and implementing successful infrastructure PPPs, from an author who has been on the front lines with policymakers, investors, financiers, operators, civil society, and consumers in numerous countries.' Laurence Carter, Senior Director, World Bank Group 'Simple and comprehensive, this book gives practical solutions and provides relevant guidance and strategic advice with tangible examples. It shows how PPP, tailored to national context, can deliver. I would recommend this book to all decision-makers and advisers, especially those from developing countries, when implementing PPP.' Erika Ramananarivo, Director PPP Department, Ministry of Finance and Budget, Madagascar 'Jeffrey Delmon has delivered another must-read guide for every decision-maker pursuing PPPs. This book is useful not only for developing infrastructure, but also to find the link between infrastructure development and poverty alleviation.' Hemed Mpili, Head, Municipal PPPs (PPP Node) President's Office Regional Administration and Local Government (PO RALG), Tanzania 'I am glad to see that Mr Delmon has brought us a second edition of this book. This is a great resource for governments and investors alike, bringing wisdom and best practice from around the world.' Freddy Saragih, Director and Head of PPP Unit, Ministry of Finance, Indonesia
